Assistant Planning DirectorSalary Range: $120,780 - $157,588 (plus excellent benefits)Full-time Permanent Position (subject to probation)About the CityThe City of Malibu is a unique coastal environment with a well-informed, highly engaged community of approximately 13,000. The community places a high priority on thoughtful planning. Challenges include balancing protection of the rural character and natural resources treasured by the community and pressures of being a very popular visitor destination with large amounts of public open space under multi-agency control. Malibu is located in the northwest corner of Los Angeles County. Encompassing approximately 21 square miles, it consists primarily of residential development. It is bordered by the Santa Monica Mountains to the north and the Pacific Ocean to the south, providing a pleasant, mild climate year-round. Incorporated in 1991, Malibu is a general law city with a Council-Manager form of government. The City has an annual operating budget of $31.5 million and employs a staff of 90 full-time equivalent positions providing Management and Administration, Planning, Building Safety and Environmental Services, Public Works and Community Services. The City contracts for fire, law enforcement, utilities, plan checking, traffic engineering and street maintenance services.About the PositionThis is a mid-level management position in the Planning Department reporting to the Planning Director.Under general direction, the Assistant Planning Director will assist with the planning, organizing, oversight, coordination and review of staff performing difficult and complex professional, technical, and administrative work related to all planning and code enforcement programs, and activities of the Planning Department. The incumbent will oversee current and long-range planning activities, including serving as project manager for multi-faceted development applications; and will administer complex and sensitive activities in such areas as zoning, redevelopment, housing and advanced planning. This position provides professional assistance to the Planning Director, the City Council, the Planning Commission and others in area of expertise, and acts as Planning Director during the Director's absence.Successful performance of the work requires an extensive professional background as well as skill in coordinating departmental work with that of other departments and the public. As the City is still recovering from the Woolsey Fire of November 2018 which destroyed 450 homes, the position is also responsible for assisting the Planning Director with ensuring an effective, streamlined review process for fire rebuild projects.Ideal CandidateWill have knowledge of:Code enforcement.Local Coastal Programs.Principles, practices and procedures related to city and regional planning, particularly related to the current planning and redevelopment processes.Applicable Federal, State and local laws, codes and regulations, such as the California Environmental Quality Act (CEQA).Techniques for effectively representing the City in contacts with various governmental agencies, community groups, business, professional, educational and regulatory organizations, and with property owners, developers, contractors and the public.Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.Will have skill in:Implementing Local Coastal Programs as well as preparing amendments for submittal to the California Coastal Commission. Preparing Coastal Act consistency analysis documents and interacting with the California Coastal Commission.Providing administrative and professional leadership and direction for a Planning Department.Making effective public terpreting planning and zoning programs to the general public.Administering complex, technical and sensitive current planning, development, redevelopment, housing, property acquisition and related programs in an independent and cooperative manner.Preparing clear and concise reports, correspondence, policies, procedures and other written materials.MinimumQualificationsRequiredEquivalent to graduation from an accredited four-year college or university with major coursework in urban planning, community development, business or public administration or a related field and five (5) years of responsible professional urban planning experience, including supervision. Possession of a Master's degree in either city planning or public administration with an emphasis in city planning and certification by the American Institute of Certified Planners (AICP) are highly desirable.License:Must possess and maintain a valid California class C driver license and have a satisfactory driving pensation andBenefitsSalary will be commensurate with qualifications. Salary range is $120,780 - $157,588. The City also offers an attractive benefits package, which includes: "PERS Retirement: New members to CalPERS, new PEPRA formula 2% at 62, three-year average, 7.25% member contribution, classic CalPERS members 2% at 55, one-year average. The City does not contribute to Social Security.Vacation:Starting at 96 hours per year, increasing to 120 hours beginning the 6th year of service and increasing to 160 hours per year after 10 years of service. Sick Leave: 96 hours per year. Holidays: 11 fixed holidays per year. Administrative Leave: 27 hours per fiscal year. Health Insurance: 100% paid coverage for employee and dependent care premiums (up to PERS Choice family plan level). Life Insurance: $50,000 employee life insurance coverage. Long Term/Short Term Disability, Dental and Vision 100% paid coverage for employee and dependent care premiums. Tuition Reimbursement: $2,500 per fiscal year.Deferred Compensation:A voluntary 457 Deferred Compensation Plan is available for employee participation. The City offers an Alternative Work Schedule (9/80) and an Employee Assistance Program.
